RULES OF THE OKINAWA KARATE-DO ASSOCIATION

(Name)
Article 1

This association is called Okinawa Karate-Do Association (Japanese name Okinawa Karate Do Kyokai, abbreviate to Okikukai・ hereinafter called the Association).

(Location)
Article 2

The General Headquarter of the Association is located in Okinawa Karatedo Kyokai Kenshujo (Okinawa Karate-Do Association Training Center: 1-7-11 Kitamae, Chatan-cho, Okinawa, Japan).

(Structure)
Article 3
  • The Association shall consist of Dojo belonging to Shohei-ryu, Uechi-ryu category and initiating into Okinawa Karate-Do, and also Dokokai identified with Dojo above mentioned.

  • The Association may establish braches in and outside the country.

(Aim)
Article 4

The aim of The Association is to contribute the spread and development of Karate-Do by discipline of boy and mind, succession of Kata, reseach and improvement of techniques and cultivation of members・ mutual friendship through Karate ascetic practices.

(Activities)
Article 5

The Association shall take the following activities to achieve the aim in Article 4.

  • Holding of Championships

  • Execution of promotion tests

  • Holding of Karate demonstration

  • Execution of society for Kata and Kumite

  • Exchange and cooperation with different style and category schools

  • Other necessary activities to achieve the aim of the Association

(Member)
Article 6

The member of the Association shall be the constituent member belonging to the Dojo or Dokokai said above Article 3.

(Officials)

  • The officials of the Association shall be as follows:

    a. Master instructor of each Dojo resident in Okinawa pref. (including presidents of Dokokai)

    b. Member of 5th or above and recommended by master instructor of Dojo.

    A few Vice-Chiefs or Assistances shall be called if necessary.

  • Advisors and Counselors can be appointed.

  • Counselor is a person who is not related to the management of each Dojo as a rule. However, as for Chairman (President) experienced person, Hanshi 10th dan or higher, or person who did larger contribution to the Association, it shall not be applied.

  • Advisor shall be assigned by people outside of the Association.

(Officials・Duty)
Article 8

Officials・duty is carried out as follows:

  • Chairman (President) shall supervise the function on behalf of the Association.

  • Vice Chairman (Vice President) shall assist a Chairman (President) and act in behalf of a Chairman (President) in case of trouble on the Chairman (President).

  • Chief Director (Chairman of the Board of Directors) shall supervise the operation of the Board of Directors. Also he shall act in behalf of a Chairman and Vice Chairman in case of trouble on both Chairman and Vice Chairman or absence of both officials.

  • Sub-Chief Director (Vice Chairman of the Board of Directors) shall act in behalf of Chief Director (Chairman of the Board of Directors) in case of trouble of Chief Director (Chairman of the Board of Directors).

  • Directors shall constitute and execute the Board of Directors.

  • Secretary General (Chief Official) shall supervise Secretariat by directions of the Chairman (the President)

  • Public ・relations Manager shall conduct the Public relations business.

  • Public ・affairs Manager shall conduct the Public affairs business.

  • Clerk shall conduct the secretariat work by directions of Secretary-general.

  • Accountant shall conduct the accounting services of the Association.

  • Auditor shall audit the accounts and business and report a result at General Meeting.

  • Advisor and Counselor shall provide a proper guidance and advice to attain the purpose of the Association, and shall respond to the consultation of the Chairman (President) on the matter of importance.

(Election of Officials)
Article 9

Election of Officials in the Association shall be enforced as follows:

  • Selection Committee may elect a Chairman (President) and Chief Director (Chairman of the Board of Directors) and  it shall be approved at General Meeting.

  • Chairman (President) and Chief Director (Chairman of the Board of Directors) may elect a Vice-Chairman (Vice-President) and shall be approved at General Meeting.

  • Chairman (President) and Chief Director (Chairman of the Board of Directors) may elect any other officials and shall report a result at General Meeting.

(Officials・tenure of office)
Article 10
  • The officials・tenure shall be two years.
  • This clause does not, however, prohibit the reappointment of the same person.
(Meetings)
Article 11

The Association may call the following meetings:

  • General Meeting

  • Meeting of the Board of Directors (Board meeting)

  • Meeting of the Executives

  • Various Committees meetings

(General Meeting)
Article 12
  • General Meeting is the highest determination organization of the Association. Ordinary General Meeting shall be held once a year. Extraordinary General Meeting may be called when the Chairman (President) considers it necessary.

  • Chairman (President) may summon the General Meeting and preside over the meeting.

  • General Meeting shall deliberate the following matter.

    (1)

    Election of a Chairman (President), Chief Director (Chairman of the Board of Directors), Vice Chairman and Auditor.

    (2)

    Amendment of the rules.

    (3)

    Business report and Business plan.

    (4)

    Budget and Settlements of accounts.

    (5)

    Creation of new Kata and Yakusoku-kumite.

    (6)

    Any other important matters on administration of the Association.

  • General meeting shall consist of Directors, Officials and Counselor.

  • General meeting is approved by the attendance of the majority of the constituent member., provided that it is considered as attendance When the right to vote is entrusted to the chairman.

  • The resolution of the General meeting shall be adopted by the agreement of the majority of the attendance. However the Chairman (President) may make a decision in the case of tie.

(Meeting of the Board of Directors = Board meeting)
Article 13
  • Meeting of the Board of Directors is the executive organ of the Association and may be held whenever necessary.

  • Chief Director (Chairman of the Board of Directors) may summon the meetings by the Chairman (President) instruction.

  • The board meetings can resolve the item of the former article instead of the general meeting in emergency on business execution.

  • The board Meeting shall deliberate the following matter:

    (1)

    Administration and management of the matter resolved in General meeting.

    (2)

    Preparation of the bill submitting to General meeting.

    (3)

    Management of any other emergency matter.

Meeting of the Executives
Article 14
  • Secretary-General (Chief Official) may summon the meetings by the Chairman (President) instruction.

  • The meeting of the Executives shall deliberate the following matter.

    (1)

    The matter to be proposed to the Board of Directors.

    (2)

    The matter necessary for business execution.

    (3)

    Any other subject considered to be necessary.

(Various committees)
Article 15
  • The following committees shall be organized.

    (1)

    Various selection committee.

    (2)

    Judging committee of Dan promotion.

    (3)

    Any other committee to be necessary.

  • Mission and composition of committees shall be provided separately.

(Various committees)
Article 16
  • Anyone who tries to establish a new Dojo or Dokokai shall submit the Application form for new Dojo establishment (Form No. 1) and shall be approved by the Board of Directors.

  • Anyone who tries to establish a new Dojo shall be the SHIHAN license holder.

  • When an applicant is not a SHIHAN license holder, he may be approved to establish a new Dojo by satisfying the following conditions:

    (1)

    Any Dojo belonging to the Association is in existence in the applied region.

    (2)

    It is recognized that establishment of a new Dojo shall make a substantial contribution on the prosperity of the Association.

    (3)

    Holder of Instructor license shall be well qualified on the personality, leadership, and others.

    (4)

    Examination of applicant痴 qualification shall be required by the Board of Directors.

  • When an applicant is coaching a team with regular or long-term basis, the following condition shall be required.

    (1)

    Any Dojo belonging to the Association is in existence in the applied region.

    (2)

    It is recognized that establishment of a new Dojo shall make a substantial contribution on the prosperity of the Association.

    (3)

    Holder of Instructor license shall be well qualified on the personality, leadership, and others.

    (4)

    Examination of applicant qualification shall be required by the Board of Directors.

(Organization)
Article 17

The organization of the Association is as follows.

  • Each Dojo and Dokokai shall be the organization under the direct control of Okinawa Karate-Do Association General Headquarter in principle regardless domestic or international.

  • It may be approved to organize the union body (hereinafter called ranch・ with two or more Dojo in Japan outside the main land of Okinawa and in foreign countries. On that occasion, the name of xxx Region Headquarter or xxx Region Branch may be allowed to use as the need arises. However the Application form for establishment of Branch (Form No.2) shall be submitted and approval of the Board of Directors shall be required prior to the establishment of the branch.

  • The branch mentioned above (2) may not own any privilege over the Dojo not belonging to the Branch of the region.

  • Branch may appoint the officials if necessary and may lay down rules within the range that it does not collide with the Rules of General Headquarter. Moreover, the Branch shall notify General Headquarter of such brunch rule and officials and shall be approved by the Board of Directors. The same procedure shall be required for the revision of the rule and the election of the officials.

  • Each Dojo, Dokokai and Branch may engage in business based on Article 5.

  • Each Dojo, Dokokai and Branch may offer the opinion to Chairman (President) with regard to the revision of the rule and subject which is recognized to make a substantial contribution on the operation and prosperity of the Association.

  • A head of each Branch may be elected in each organization and be nominated by Chairman (President).

(Dan grade, Title, License etc.)
Article 18

The certification of Dan grade, Title and License and the issue of certificate shall be done based on the Promotion Test Rules.

(Kata)
Article 19
  • The Kata instructed in the Association is as follows:

    (1)

    Sanchin

    (2)

    Kanshiwa

    (3)

    Kanshu

    (4)

    Seichin

    (5)

    Seisan

    (6)

    Seiryu

    (7)

    Kanchin

    (8)

    Sanseiryu

    (9)

    Ryuko

  • Any change and new creation of Kata and/or Yakusoku-kumite shall be approved by the Board of Directors.

(Accounting)
Article 20
  • Dojo assessed contribution, Promotion test fee, Registration fee, Certification fee, Admission fee, Donation and other income shall be appropriated for expenses on operation and business execution of the Association.

  • The regulations of accounting shall be defined independently.

(Fiscal year)
Article 21

The fiscal year of the Association shall starts on April 1st every year and shall be ended on March 31 next year.

(Provision of benefits)
Article 22
  • Various benefits may be provided within the budget.

  • Provision standard for the benefits shall be prescribed separately.

(Commendation)
Article 23
  • The Association may commend a person with distinguished services to the operations of the Association.

  • Commendation standard shall be prescribed separately.

(Penalty)
Article 24
  • The Association may dismiss or expel a person who is recognized to have disgraced the Association and is hopeless of repentance after admonition.

  • A person dismissed or expelled from membership shall lose all the right to the Association, then the admission fee and any other fee paid shall not be refunded.

(Admission)
Article 25
  • Dojo or Dokokai which is going to join to the Association shall apply with the admission fee.

  • The admission fee shall be \ 10.000 JPY

(Secession)
Article 26
  • Dojo or Dokokai which is going to secede from the Association shall notify to the Association in writing (any form).

  • Dojo or Dokokai seceded from the Association shall lose all the right to the Association, then the admission fee and any other fee paid shall not be refunded.

(Secretariat)
Article 27

The Secretariat (office) is located in Okinawa Karatedo Kyokai Kenshujo (Okinawa Karate-Do Association Training Center).

(Enactment of regulations)
Article 28

Besides the rules provided in here, necessary matter shall be separately provided.
